This can take many forms, such as exploiting existing religious or ethnic tensions to mobilize support, making promises based on religious or tribal identity, or engaging in divisive and polarizing rhetoric that pits different groups against each other. The problem with this approach is that it can lead to significant social, political, and economic costs, including increased polarization, conflict, and instability.
